As far as I know at this point, the only portion of the wall that is being built is a portion that was already scheduled for work before Trump ever said anything about it. As far as "Trumps" wall goes, 0 has been built. It will never happen.

Existing law does not make complying with a Congressional request voluntary. Yet the Administration is almost surely counting on this matter making it into the Trump-friendly halls of SCOTUS where the outcome may well go in his favor. "There is no reason to go any further, and especially in Congress where it’s very partisan - obviously very partisan," Trump said, according to the Post. Apparently, Trump doesn't get it. Its all about oversight. Trump looks like he wants to deny all Congressional oversight rights. I don't think he can do that.

Not only has the Mueller report already been released so it’s public knowledge. You can’t retroactively exert privilege after the fact. The question of obstruction of justice is on the table. The President can’t stop Congress from investigating into obstruction of justice. Congress has a constitutional duty to conduct oversight. Not only will it get tossed in court but it opens even more question about why the President is trying to obstruct Congress from conducting oversight. The founding fathers always intended for Congress to check the President. It doesn’t matter if it’s partisan. The President would be overstepping his authority.
