I guess he or she just need someone to talk to, to comfort or to just simply be there. Sometimes knowing that there's someone who is rooting for you is really helpful.

If it is a romantic friend, I would say they are very serious about a long term relationship and wanting to to be with you on a regular/permanent basis, their need is to just be with you. That is my opinion.

"I Need You" can mean many things.
The phrase by itself can't indicate its meaning.

It could mean: "I Need You" For a ride to work and back because I can't yet afford my own car.

Or it could mean: "I Need You" Until I met you my life felt empty and meaningless and you make me feel alive, vibrant and loved.

There are also people who will say things which are known to cause a strong emotional reaction so they can manipulate you into feeling or doing what they want you to feel or do.
"I Need You"
"I Love You"
"You're So Special"
"You're Wonderful"

These phrases of endearment validate by the context and personality using them.

In an email on a dating site they are used to rope in potential candidates but when used in a personal and intimate setting with eye contact and inflection they have a different impact and value.

One of the most Beautiful thing someone can write to you instead of I Love You is " I need You". If he is your special Man it means he needs your Love , affirmation , Praise , attention , Support , Affection and or whatever comes later....

Need is a quantifiable word. Like I need water.

Love is not easily quantifiable. Most times its relative like "I love my dog" (why? because dog protects me) "I love my car" (why? because my car runs well) "I love the guy" (why, because the fool thinks I'm some mysterious beauty)

So what happens if dog bites you at some moment or car breaks down at wrong moment; or the guy finds someone else while you keep him waiting? Love then changes color to hate.

When an Indian guy says it, it means ...

'There are so many beautiful girls out there, but ..

For example ..

someone close to you ...

has an argument , is upset , or having a bad day ...and says I need you

They are feeling horny .. and say I need you

They are worried you are going to break up with them .., and say I need you .

I need you ..can be manipulative , it can be intimate , it can be grounded in dependence /reliance (sometimes to extremes which are not healthy ) and usually comes with the expectation of “receiving” rather than giving .. meaning it can have a selfish agenda and does not always consider or prioritise the other person .

I stand by my earlier comment .. I do not want a man to need me I want him to love me waving

No default answer to that as it depends on who why what where.

If my kids for instance need me I'm there on the spot! They never ask unless it is really necessary, some kind of emergency. So yep, of course I'm there for them then. Depending on urgency, I drop everything and make myself available on the spot!
And yes, I have been there a few times.

With a friend it'd depend on why and what and when. Also the ease or frequency with which they ask me matters. But again, if it's a true emergency thing I'd help.

So often "I need you..." is a form of dependence which is some cases is absolutely valid and deserves attention.

However, if a man would use that instead of "I love you, I want to spend my life with you" and so on, then it's a not so good form of dependence.
It may be deemed romantic by some, but in truth it's not healthy as it implies someone cannot stand on his own two feet.

Even Abraham Hicks mentions this in a segment. If a potential mate says that, run for the hills!
Context and alternatives provided, and I agree.
Yet, I do think especially women are sensitive to a man saying things like, "I need you..." and "I can't live without you!"
Generally it also comes down to the man leaving you when he's finally got strong enough to stand on his own two feet and has grown a backbone.
Then he's off, falls in love with another, leaving you heartbroken.
So yes, run for the hills is good advice in such cases.
