to denigrate. the us spent about 3.4% as much on a per person
basis on an israeli compared to a us citizen. in terms of
total spending, the aid to israel was about 0.08% of the 2008 budget.

that would be the cost per person not what is spent on each person

and that would include foreign aid

if you cdivide the budgit by population you get ave cost not ave spent (per person)

the easiest and clearest way to illustrate the
real difference in what is spent per person is by
calculating the cost per person.

the net foreign aid in the US budget is still a
miniscule fraction of the budget and does not
substantially alter the figures.

for example, if you take the $2.4 billion aid to
israel out of the $2900 billion ($2.9 trillion)
2008 budget you still have $2898 billion. adding
ALL US foreign aid doesn't make much difference
either.

recalculate the ratios.

you still have salaries of employees and politicians

cost of military installations around the world (which is not considered foreign aid

i guess you could figure the amount given to those on govt assistance or recieving social security insurance benefits then you may have an accurate ratio but i doubt it

every dollar spent by the govt is not an aid to the people much of it is a distress to the people actually

this argument applies also the the israeli funds.
government funds are basically spent for the benefit
of the governed. so just use the full amount and you
get a more realistic picture.
