Well, as I see it, as well as others, in the description, it will be mandatory service.
I see them rounding up homeless kids, kids who are getting too old for the foster care system, juvenile delinquents, the developmentally disabled kids, economically disadvantaged, drop outs along with whoever else the Corporation deems a burden.
I see them training them and then placing them wherever the corporation deems fit. I see them providing housing, a small allowance and health care.
It might be a good thing to keep them off the streets and having the Corporation be their guardian.
There's your win.
