not reps, the best way to build muscle is lifting to max capacity. AKA the largest thing you can lift to total fatigue. Don't do this often you are damaging the muscles and forcing them to repair.

getting toned...defined...the first step is losing the extra weight...cut out the fast digesting carbs...especially before a workout...take in at least 200 grams of protein a day...research amino acids...Glutamine...L-Arginine...and...L-Carnatine are a must to build muscle...the first two before you lift and the other after...at least thats how I do it...a shake before you workout and right after...do 20 minutes of crunches / sittups...then 1 hour of lifting...followed by at least 20 minutes of cardio...work different muscle groups...on different days...do this 5 days a week...and ...you'll see a change in a few months...check out MuscleFitness magazine...just make sure you load up on protein...lots of cottage cheese whenever you feel hungry at night...good luck...

first off fast digesting carbs have there place[postworkout this causes an inslin spike you want
this especially post workout]
2nd as for amino acids[they are supplements used to supplement your diet no supplement is a must have!but some can help

amino acids[the essiental ones not those you listed]
creatine
wpi[whey protein isolate]
beta alanine
fish oil
glutamine

as for your recomendation for protein intake
in order to know that you need to know what the macronutrient ratio for the rest of his diet is

balanced diet, eating at least 6 meals a day and taking in protein every 3 hours.

check out mark ripptoes starting strength book or the 300 workout which consists of 6 exercises for a total of 50 reps for each exercise circuiting through each one and timing for endurance
