Have you tried being straight with her? Explain that you need to find out what the hell is going on with her or she might end up in a home! Sometimes honesty snaps them out of it and they realize you are only being realistic with them. It sounds like she enjoys these little reindeer games and manipulating you and your bro like toy dolls at her beck and call. Just an observation.

Maybe if all else fails, just call aging services. Explain the situation, the symptoms youre seeing and let them go check on her. They are likely to offer solutions she may accept coming from them. And that way she knows youre serious when you say it too...
