Well it all depends where you are and the circumstances, there is no best way in my opinion, but you could try an indirect approach, say hello and ask her if she is single, or with anyone, if she asks why do you ask or she says yes, she isn't with anyone, then you say would you like to go out sometime. Simple question, and gives her a way out by saying she isn't single or isn't looking right now, girls will try and avoid embarrassing you with a direct no if they can, because in some ways you have paid her a complement by showing your interest in her. Good luck, and never give up there are lots of girls.
