i'm almost sure i think the op should "scientifically" test the theory by tasting said poison himeslf, and recording the results for posterity.

It can lose it's potency after a few years, depending on how it's stored, but is still poisonous. When it comes to something like rat poison, it can still kill a rat after it expires, but might not depending on how much the rat consumes. Storing rat poison in the freezer or a cool dry place will extend it's shelf life and act as it should even after the expiration period.

Are you having rat problems?
