Just remember Australia started as a penal colony. The United States was a penal colony for those seeking peace from religious persecution.

Legalize marijuana.

Why?

It'd unload of chit load of 'criminals' merely there for holding a nick or a dime.

Second. It'd lower the prison system's spending on 500,000 inmates charged for petty possession charges.

Third. It'd also open up an entirely new revenue; via selling marijuana legally.

Why legalize it outside that?

More people have died from a shark attack in this short year...
..then pot smokers in the last 30 years.

Alcohol, which is legal and cannot be tested for, leads to more deaths monthly, then pot does it annually.

Side Effects: Impaired judgement, excessive hunger, laziness, and excessive laughing.

While it is illegal the side effects are: Crime, violence, creates income for mafias, gangs, etc that sell it 'illegally', thousands upon thousands are unemployed simply because of stupid drug tests.

You could restrict jobs associated with pot users to counteract the ideas of injuries in the work place; that I would recommend; such as heavy machine operators. If it were allowed to be done responsibly crime rates would drop... and not just drop a little; but over time, it'd drop drastically.

Now, as for the moonbase...

The moon isn't a planet though.

And realistically, until we can conjure up the whole Star Trek/Wars warp drive; colonizing another planet is barely even possible.

Last I checked, there isn't another planet in our solar system that is even capable of sustaining life. Especially if we destroy or contaminate our oxygen supply here; it'll never happen, because we'd need ample amounts of it to not only sustain the trip, but to colonize another planet that lacks it.

I believe one of the moons circling Saturn or Jupiter or one of those larger planets is the closest thing to which we could possibly create life on. However, unless you're in your teens, you'd probably die before your flight even made it there because of the distance.

I dont think he is concerned with the criminals. I think he is concerned with having a way for the 'haves' to get away from the 'have nots'.

Launching criminals onto a moon base is an even worse idea that I had previously assessed.

There's over 750,000 employees in the prison system.

That means you'd be creating 750,000 + less jobs.

Also, you'd also be paying more to create the moon prison and as well all the funding required to keep it running; oxygen and food runs to and from.

So, yeah, that's probably not a good idea at all.
