...After an initial drug test and it comes up hot, in order to receive benefits I would want those applying to Either a drug test randomly by a few days before they get their check sent or RANDOM DRUG TESTING AND proof they are in some kind of program to quit and rehabilitate to get their benefits! If they pee clean the first time spring a drug test on them the third check. If they are clean then, leave that person be. Chances are they are not drug addicts or alcoholics. I think I would prefer more drug testing. I'm not sure how I would want it done, probably just a random system that would ensure that everyone on the system was tested once a year. Maybe setup a system that would send them a letter that told them they had to get a drug test by X date or their checks would be halted. Include a little slip in the letter for the recipient to take to a doctor, urgent care or clinic for the test to be performed and the results reported to Welfare. |

Giving you the benefit of the doubt that I missed a zero on my calculator, That amount per year isn't very damn much money still. So you are still using false information to spread bull shyte attitude problems around about people who are not misusing anything. You are still wrong..... No, you are wrong. Your estimate is that the Welfare budget of $708,000,000,000 is spread out to 41,300,000 people in $993.79 checks. But if you do the math... 41,300,000 * $993.79 = $41,043,478,260, which is $666,956,521,740 short of their total budget. As pointed out in the article, each person could be given $17,100 at the current operating budget. Your "guess" that each person would get a check for just over a thousand dollars is off by a factor of 16! No you are wrong I never said anything about a thousand. You are wrong and are spreading false propaganda against one "kind" of people in a hateful manner, Still wrong still spreading bull shyte, Even you came up with a different number than that yourself. You are so full of bull..... If it is 248 dollars a year per person per program which is an average that isn't accurate anyways it still doesn't come out to 17000 no matter what. STOP SPREADING THE HATEFUL BULL SHYTE IT MAKES YOU LOOK BAD. Any time you confront a leftist with the facts, they accuse you of being hateful. As everyone knows, leftists are consummate projectionists. "Don't play games with me. Don't ever think you're capable of that" -- Doctor Who don't worry, you'll be a racist too before it over...lol |

I WAS a racist back in High School. But I grew past that ignorance. if I was a racist I wouldn't date black girls or Asians! And I LOVE !!! Japanese women!
Also I embraced my hate and likewise found peace with it rather than work against it. it has its place when it isn't running my life. It doesn't. maybe if you gave up on the hate you might find something in your life you are seemingly lacking and that is inner peace. At least I can admit I got an evil streak a mile wide but I do try to be a good person. Note I said I try. I am not perfect but I do try to improve with each day! |

I kept looking at her and thinking "What emotion am I experiencing right now..." I grew out of it and spend every holiday and some weekends with my ex's family who are almost all black. I am a deeply flawed person and I have never claimed otherwise. I am sarcastic, rude and offensive. I have no tolerance for people entering into a debate or discussion without knowing their facts. It comes from my years of debating in High School. It's offensive to me that someone would waste other people's time by challenging reasoned and documented positions with a opinion based on nothing but personal bias. So I lash out at those people. Either to make them stop posting in the thread or to start researching their position. I can respect someone who researches their opinion and disagrees with me, but I have no respect for someone who doesn't. I'm not proud of that, it's just how I am. |

last year h and h services got 76.8 billion divided by approximately 40 million recipients,,, which comes closer to about 1,920 per year that welfare 'pays' I don't know if you plan to respond or not, so being the generous and caring person I am, I looked up the budget for health and Human Services from 2010. http://www.hhs.gov/about/FY2012budget/fy2012bib.pdf The budget was 909,072 MILLION, which is 909 BILLION. A bit more than 76.8 billion that you quoted. I have conveniently provided a link. Please note that this is the FEDERAL contribution to Welfare, in the 2008 fiscal year, the fed contributed 74% of the money to welfare, with the remainder being made up by the states. There were also 73,051 employees working for Welfare during the 2010 budget year and I'm pretty sure they weren't doing it for free. If you look at the pretty pie chart in that PDF file, you'll see that salaries didn't come out of the total budget. from your link 'The President’s FY 2012 Budget for HHS totals $891.6 billion in outlays. The Budget proposes $79.9 billion in discretionary budget authority' from http://www.cbpp.org/cms/?fa=view&id=155 budget authority vs. outlays. The spending totals in the budget resolution are stated in two different ways: the total amount of "budget authority" that is to be provided, and the estimated level of expenditures, or "outlays." Budget authority is how much money Congress allows a federal agency to commit to spend; outlays are how much money actually flows out of the federal treasury in a given year. For example, a bill that appropriated $50 million for building a bridge would provide $50 million in budget authority in the same year, but the outlays might not reach $50 million until the following year or even later, when the bridge actually is built. Budget authority and outlays thus serve different purposes. Budget authority represents a limit on how much funding Congress will provide, and is generally what Congress focuses on in making most budgetary decisions. Outlays, because they represent actual cash flow, help determine the size of the overall deficit or surplus. |

The total budget is around 892 billion for FY2012. The budget includes 10% (80 billion) in discretionary spending. If you look up just a little, you'll see the pie chart that shows "Discretionary Programs 10%". The amount they spend in a year is 892 billion. I'm done talking to you about this, it's pathological, your need to deny the truth in front of your eyes. |

I can respect someone who researches their opinion and disagrees with me, but I have no respect for someone who doesn't. I'm not proud of that, it's just how I am. Honesty is a good quality! I can respect that! But you are going to find many liberally oriented people here would rather live in a self delusional lie rather than face up to their higher ideals being wrong! It is a moral bankruptcy that prevents them from seeing when they re wrong. They will always degenerate arguments to hate speak, racism, and citing repeatedly they are correct and we are wrong when facts support arguments they don't like! They want more social hand outs, we want people to be more responsible. But in the real tale of the tape they are self delusional grasping for some Communist Utopian Ideals that conflict with human nature and fiscal responsibility. These are people who think they can think for themselves but in reality either barely can or chose not to at all. there is hope though. Some of them do eventually come around when they realize their facts are biased like ours but when you weigh the bias our facts are far less based on speculation and supposition than their facts are. The fact is our Welfare System and Social Security system are failing and doomed to collapse at any time! There are far too many burdens placed on them and Congress reapportioning money from program t program to float their unchecked spending is part of the failure of our government! We demand personal responsibility and suddenly WE are the racists. it will always degenerate into an issue of racism with some people. I would so love for some of these "Liberals" to talk their crap among some of my friends. I would love to see someone call me a racist in front of my black friends! I mean I would LOVE to see that happen. It would be a case of my friends laughing at them in their face. Not laughing for them. I can think of two others on this site who you can post real facts, real hard evidence and they still cannot see the damn forest for the trees! |

reading your OWN link,,the outlays are broken down on page 12 Whoa there! You brought up Health and Human Services, I didn't. I was talking about Welfare, which is composed of 69 different programs on both the Federal and State levels, which aren't all under the same department. You aren't going to find a single budget document for all of those programs. That was the point of my first link, it pointed out that there are 69 programs and no clear budget that people can look at and talk about. |

there are many incentives going on for people besides the poor and I dont wish the poor to become scapegoats for the financial ills we face nationally,,,,they are a minute part of the problem How did you get that from what I posted? If you go back, you'll see that the discussion was how to reduce the "necessity" of abortions. The argument was made (obviously not by me) that unloved children are better off dead. I pointed out that there are women who milk the system by intentionally having children. Those children aren't loved and run free in neighborhoods unsupervised and are often malnourished. Making it more difficult to milk the system would help to fix that issue. I never said that the poor where a part of the problem, I was poor! I know what it's like to go to bed hungry. I have been very clear in these forums of my support for the poor in this country. I support programs that are designed specifically to help the poor, not the tangle of programs we have now. Part of the problem is that the current system is so hard to get onto, that women and men are afraid to leave the system. If they lose their job, they know how long and hard they will have to fight to get back onto the system. I don't know HOW people get these ideas like I'm saying that the poor are the problem. I guess it's just assuming what I believe because I'm a Christian Republican, but I've never said anything close to that. Guess what? Democrats are liars. Glenn Beck, Sean Hannity, Rush Limbaugh, Ann Coulter, etc, etc all support programs to help the poor. But if you asked them if it was better to have 69 programs and 75,000+ employees or 1 program and a few thousand employees, which do you think they would support? Conservatives are demagogued by leftists and libertarians are demagogued by both sides. Anyone who got that I said "The poor are the problem" out of what I posted, you need to expand your world a little and perhaps listen / read / watch something on poverty by Milton Freidman, Thomas Sowell or Walter Williams. Or at the very least, slow down and stop trying to read between the lines. |

I must concur a lot with what Spidercmb is saying. When the system is designed to encourage people to stay on welfare means that they whole system is the problem. "Poor Mentality" is what is the REAL problem in America, not "poor People," per say. They are taught by the system to stay poor. the idea of Welfare is to help and temporarily supplement people. Not subsidize their existence. I can't count the number of times I would see a news story about some Poverty Stricken family with a 65" TV in their living room with a PS 2 or 3 sitting their FAT azzes, and I mean it, most of the time these poor people are FAT, griping about loosing benefits. And they all seem to have some BS medical condition. First of all if so many of these people are poor why is it they have Big Screen TVs, leather couches, Play Stations, and are obese? Because they have money to spend evidently. That and they are too well fed. Just like a bunch of fat LAZY swine!
On top of that Welfare has been proven to inflame alcohol and drug abuse. There is no checks to prevent addicts from working the system. I don't have an issue with poverty stricken people. Most of the time they are hard working and in a bad way. Far too many people milk on the system and that has to end. What especially has to end is free hand outs to illegal immigrants. We need to send them and their children back to their country. It is not the obligation of this nation to support non-citizens! What you give to them takes away from our own needy! |

It is really sad to see that you can only pick on those you believe to be less than you. Welfare recipients for the most part ask for help, take the help and move on to live more productive lives. Your misrepresentation shows badly on you, not them. |
