I love my library and I am grateful it's there, it's only right that you return the book so that other can read them. So yes that is legally binding, this is not. Of course if you sign your name to pledge your support for his plan and you had not intention of backing his plan then no ones going to take the time to chase after twits that are just playing games.

Was that not a bit of a panic reaction? And what it caused was panic responses.

I am not blinded by his light. I don't post for panic sake. I am a realist. The reality is, Politicians can't be trusted and I believe this one and his group are especially dangerous for this country.
