Take some wide slat blinds with large overlap (2 to 3 layers thick when closed), reflective top side and white bottom, to let light and reflection of sky in but still have privacy. She needs light for her vitamin D and circadian rhythm / beauty rest. The slats have to be at a near-horizontal angle to get a good reflection of the sky. Get inexpensive raw materials, someone with the skill set to put it together, and give it to her as a gift when you go to meet her. Then she knows someone cares about her in an uncomfortably close situation.

Next time when you meet her somewhere, you can mention about it, by saying, "Oh hello dear neighbour. How are you? Did you know that your bathroom can be seen from the other side?" Means, you have had your fun, and now you treat her like a gentleman, giving her chance to react, and chance to change. This can be the beginning of a wonderful friendship or .....
