As far as the annointing with oil, in case anyone else is still at all curious (unlikely as that seems at this point in time) it seems that this line may have been a personal reference by David celebrating the fact that David the shepherd was eventually *anointed* king, chosen by the entire nation.

I had never heard that the entire psalm was meant to calm the unruly tribes but it doesn't seem to have had that effect here...
