Just like social security, the welfare program(s) are complicated...You advocate so strongly for them and for Obama, but I am beginning to see you only look at a small part of the whole..I see no reason why I should do the research for you ....My information comes from a variety of sources over the past 3 plus years!!!.....Start with Obama's $862 billion stimulus package......AND PS...This president does....Does collecting welfare make you an authority on the subject?

A researcher at The Heritage Foundation says new statistics on the country's growing welfare caseload show that the success of the welfare reform program enacted in 1996 is being reversed by President Obama's economic stimulus package.

USA Today reports that welfare rolls rose five percent in 2009. Four-million people received welfare checks last year, up from 3.8 million in 2008. The number of people receiving food stamps increased by 18 percent while the number receiving unemployment benefits more than doubled to 9.1 million.

Katherine Bradley, a fellow in welfare studies and family at The Heritage Foundation, says Democrats' economic "stimulus" program put an incentive in place for states to increase the size of their welfare rolls.

"If they increase the size of their welfare rolls, then the federal government would give them bonus money -- you would almost call it reward money," she explains. "It was all phrased in the way of if you're experiencing some kind of economic downturn in your state so your welfare rolls are increasing, we'll give you more money. Well, that's actually the very opposite of the heart of welfare reform in 1996."

Bradley notes that under the welfare to work program established in 1996, states that shrink their welfare rolls get to keep that excess money and use it for other expenses like transportation or housing.

Robert Rector, a prominent welfare researcher who was one of the architects of Clinton's 1996 reform bill, warned last week that Obama’s stimulus plan was a “welfare spendathon” that would amount to the largest one-year increase in government handouts in American history.

Douglas Besharov, author of a big study on welfare reform, said the stimulus bill passed by Congress and the Senate in separate votes on Friday would “unravel” most of the 1996 reforms that led to a 65% reduction in welfare caseloads and prompted the British and several other governments to consider similar measures.

when the process of creating and passing a bill can take so long and include so many proposals and amendments, is it realistic or wise to expect someone to only sign off when EVERY portion is just as they want it to be?


is it possible that people vote for bills because they want some type of progress on some things they support rather than no progress on ANY of them?

They never read the original bill. My guess they never have even had a debate about what we take out of The Patriot Act.
