The police know who killed them but either hostile or uncooperative witnesses won't allow the state to indict without evidence beyond a reasonable doubt. A weak case might cause an acquittal for the guilty and the Double Jeopardy rule would screw any chance of future justice.

The police flopped on Tupac's case, I'm not sure about Biggie's case. But they did not handle Tupac's case with any professionalism, they simply didn't care. Sorry, but Tupac's case will forever be a blemish on the Las Vegas police department.
