No. It happens everywhere.

Well, I used to live in Syracuse, NY from '83 to '88, and we had it there. It was always October 30th, and all of the devious neighborhood kids would play pranks on unsuspecting residents. My favorite was pulling out the stop signs in our neighborhood. I was a bad bad boy back then.
