As long as there are people willing to rape, torture and enslave others to gain power and wealth, there will always be National Guard Soldiers standing in the way trying to protect the innocent. BHO, I believe, has to sign approval. And why, if he was supposed to close one down, is he allowing more to open? The CIA has shown in the past that they dont need anyones approval and I think Obama has been intimidated by the coke dealers and war criminals in the Pentagon and CIA home office.Thats assuming the executive branch even knows about what they are doing.Obama probably can't do anything about the Criminal Intelligence agency and the Pentagram if he wanted to.
