the accuser should be punished with the same penalty that was possibly for the person they accused and have to pay all costs to the taxpayer

Taking DNA from a rape victim is not accusing another of a crime. It is the collecting of evidence.

If your house is burglarized, should the victim have to pay for the collection of fingerprints during the investigation? I think not.

Just because there are no rapes are on the books, doesn't mean that they haven't happened. It is terribly traumatic to women and sometimes they can't deal with going through another trauma of an investigation. You live in a small town where people know each other. Everybody would be talking about it and women want to keep their nightmare private.

Rapes happen everywhere - little towns and big cities. My own cousin's daughter was raped last year.
