I have asked around trying to find out who is behind these crimes But I have had no luck either people don't know or won't say

I would explain it to the knights like this. They are probably tired of hearing your wolves howling all night long. explain to them that If you can see them then you will be able to talk to the wolves to keep them quiet at night. Invite the knights to come with you to ensure that you comply with all laws. I have found that they are not unreasonable. and if you can show that they can benefit, not having to listen to wolves howl all night long, you might get what you want.

i think anyone that does know anything is too afraid to say

The way i see it the only way to get the lord to lift this lock down is to
find his girl and return her to him
