Wow! You have never broken up with anybody!? Anyway, trust me I just had a long and painful breakup. Just be honest, there is no way around it. From what it sounds like he might be a little hurt being that he said I LOVE YOU and all. But time heals and you can't always try to spare someone's feelings, the more you wait the worse it will be for him and in a way you too. Just sit him down and tell him straight up "I don't think you and are going anywhere with our relationship, but I value your friendship". Then ask him if you can still be friends,just not in a relationship. He is gonna take it how he wants. All you can do is be positive.

I say get out, go on dates and have fun. Yeah no one likes to be a rebound, but if your interested enough in them they won't be. How will you know if you don't get back out there and get into the swing of things again. When the time is right things will fall in line.
