Help me out here. This movie is late 70's early 80's all we can remember is that this one guy uses a stopwatch to control time. the scene my friend & i remember is the guy freezing a woman & putting in a viecal with a group of guy. can anyone help?

One of my old college roomates got a worse one. It always brings a smile to my face. His girlfriend showed up with her new girlfriend a a club we all went to. She told everyone she was better then he could ever be. He was a jerk & deserved it. Ill be fine. i just wonder if there are more stories out there.
