There has been talk of this since 2005. I am not 100 per cent sure, but I think it is called the North American Alliance. There is some sort of document that outlines a plan for the "establishment by 2010 of a North American economic and security community" with a common "outer security perimeter."

"Community" means integrating the United States with Mexico and Canada. "Common perimeter" means wide-open U.S. borders between the U.S., Mexico and Canada. This means trade, capital, and people flow freely betweem Camada, the United States, and Mexico. The United States will also be forced to go along with visa and asylum regulations with Mexico and Canada.

It sucks .... sounds to me as if the United States would be giving up its soverienty.

The 'Independent Task Force on North America' was set up in 2004, and was an initiative organized by the Council on Foreign Relations (U.S.), the Canadian Council of Chief Executives, and the Mexican Council on Foreign Relations.

I believe the first chairman was canadian politician John Manley.
The 'Task Force' advocated a greater security and, by default, economic integration among Canada, Mexico, and the United States.

By default economic integration because since 9/11, the current US administration have been imposing incredibly constraining 'security' 'red-tape' on Canada and Mexico, which has been unecessarily prejudicial to the 3 countries economies. The task force is charged with the dual objective of securing the borders, while not hampering economic trade.

The 'Task Force' came under harsh and unwarranted criticism that it was a secretive and undemocratic covert operation with an 'evil' plan.

Since then, the 'Task Force' saw the birth of a more public and accountable structure in the name of 'The Security and Prosperity Partnership of North America'.

The SPPna is a nothing other than a region-level dialogue with the sole purpose of providing greater cooperation on security and economic issues, while providing as much transparency to the public as possible.

The Partnership was founded in Waco, Texas on March 23, 2005 by Paul Martin, Prime Minister of Canada, Vicente Fox, President of Mexico, and George W. Bush, President of the United States.

Like much of the initiatives of the current US administration, this one was handled most incompentently, and was given a degree of priority which borders that which is given to 'The National Task Force' charged with questionning the sex of angels!!!

Given this level of incompetency, and incapability to answer legitimate questions from the public, the public remained supicious of the administration's aims, and started figuring out answers of their own: Hollywood type conspiracy scenarios, imagining the worse.

If I remember well from the summer, a number of paranoid protectionist lobbies and associations (no credibility whatsoever) launched their 'urban legends' and conspiracy scenarios on web site, and declared war ... on ghosts.

If you need to attack something here, again you will need to attack the incompetency of this current administration to execute the simplest things in an acceptable and constructive manner.
