I don't think they can do anything about this cyberstalking.

The link you provided does mention cyberstalking but it says there is
little research on it. So as far as that is concerned, as I said I think
the law can do little about it unless maybe if she threatens him. But
even then all they can do is use it as evidence if she tries to find him
and threaten him. Besides the law is more interested in posing as kids
so they can nab pedophiles and reading terrorist e-mails.
