WASHINGTON (Reuters) - U.S. President Donald Trump said in an interview aired on Tuesday that he will designate Mexican drug cartels as terrorists over their role in drug and human trafficking.

Naturally. That's the job of the C.I.A.

I was not aware. The CIA can assign designations?
I thought only President Trump could sign the recommendation.

More of a joke really ( it's a widely reported fact that the C.I.A. funds itself by drug-smuggling). Actually, the real joke is the idea that the USA has any interest in helping the people of Mexico or anywhere else in South America. Ever since the Monroe Doctrine of 1823, the USA has repeatedly invaded South American countries, undermined and fomented revolutions in any country they felt like and generally are behind the chaos, poverty and bloodshed that has afflicted South America in the last hundred years. All this simply to ensure that no other Country (such as Brazil) can become their rival.

I recall reading in Discovery that US babies born in 2000 will have life expectancy of 110 years - up from then average of 79 years or so

Yes, an awful number of Americans are dying from drug overdoses but my understanding is that a good percentage of these are a result of the new opioids developed by American pharmaceutical companies and pushed by American doctors.
