Hello. Greetings from Manila. I hope this finds you well. I just wanna know your thoughts about someone who's never been in a relationship in his/her entire life. (No boyfriend since birth/No girlfriend since birth)

1. Does that make him/her more or less desirable?
2. Are you willing to get to know him/her deeper considering that he/she never had an experience being in a relationship?
3. What if he/she is a V-card holder and doesn't have plans of giving it before marriage, would that make you feel proud or frustrated as his/her gf/bf?

It depends upon their definition of boyfriend or girlfriend and what age they are.

If they have merely not had sex, it may not be an issue, unless they have gone past their thirties and do not seem to have had any goals they were trying to focus on.

I would expect some experience by the age of thirty but thats sexually.

If they have not courted/been courted or hung out with someone they had mutual attraction with by the time they were , say 25, I would be concerned about them being emotionally stunted in some way.
