If it influences or motivates behavior the other person sees as negative.

No, but there very much is such a thing as telling yourself that you care too deeply, when what's actually accurate, is that you've lost sight of the person themselves altogether, because you are so wrought up with your own emotions.

In particular, most of the time when someone says the person interested in them is "too nice," what they really mean, is that the person has a set of their own ideas about what "nice" means, that IGNORES what the subject of their desire actually wants.

Or, it can mean that the "nice" person is PERFORMING niceness, like an act, rather than being themselves. And being fake, even with the best of intentions, is still being fake. Most of us don't want that in a mate, and only barely tolerate it in a salesman.

Surely that is all part of a loving relationship, but if it's not reciprocated maybe you have the wrong person, this is just my opinion.
