some women prefer the male to be the initiator as they prefer being the passive person but of course they do in fact choose from among the males who are assertive but do not necessarily get selected by males they would choose so there is a price paid in being only receptive and not active in mate selection. Some males are comfortable in being chosen while others may feel emasculated and threatened. Strangely both males and females want to be selected but do not wish to experience the necessary rejection that is paid to actually meet others. these are social skills and are easily learned with a counselor but require a modicum of courage to admit and then act upon to facilitate needed assertiveness skills..
