You need to find out if you can actually put a chain lock on your door...some places you can't. Its their property and thats against their rules. I know where I live, I can not add anything unless I get permission. They DO have access to come into my home BUT they have to give me notice.
Not every renter is a perv people...they just want their property to look nice. Maybe it was an honest mistake!!!

In most places, it would be against the lease to change the locks or put on chains. The landlord must be able to enter your apartment in case of an emergency and it would be a lease violation if they couldn't do so and they can (and most often do) evict you if you violate this clause. That being said, in most places it is a violation for your landlord to enter your apartment for any non-emergency matters without your knowledge, however, they do not need your permission. And, while having to clean the gutters might be a stretch, they could make the case that there was a blockage which was causing a leak somewhere in the building. Unfortunately, you lease, you do not own, your rights are fewer than the landlord's and most jurisdictions are landlord-friendly. I would check your lease to see what it says about them entering your apartment and you might want to consult with an attorney. But, I'd take the chains down and repair any damage they caused or get written permission from your landlord to keep them up.

But if she had chain locks on the inside, he would have access cause she would have to be home to have them locked, that would just keep him from entering without her knowledge when she was home

Doesn't make it right, i wouldn't worry about it. Just read lease & ck local laws for tenant rights. That way you'll know YOUR rights.

Doesn't matter. If she didn't have written permission to change or add to the locks, she's in violation and they can evict her and charge serious damage charges. It's the landlord's right to protect the property in whatever way is necessary. Yes, it can be a violation of privacy but it's the way the law is written, interpreted and enforced. The only way around this is to buy. If she can prove that he was entering her apartment without her knowledge for a non-emergency (and only if it's written into her lease), then he would be in violation of their lease agreement and she might be able to break her lease on those grounds.

Female Spitzes are vicious, too. They told me I had to have my male Schnauzer fixed before I moved into housing. The other day I noticed my Schnauzer getting romantic with my Spitz. This might be off topic but if they get locked up like that together does that mean that my Schnauzer might not be fixed any more?

Can the landlord enter a tenant’s premises without notice?

Normally a landlord has no right to enter a tenant's apartment unless the tenant gives consent. Under the general concept of landlord-tenant law, the landlord has surrendered possession of the premises entirely to the tenant for the term of the lease.

But a written lease will almost always give the landlord the right to enter to show the premises to prospective buyers or prospective tenants and to make necessary or agreed repairs. A lease may require the landlord to give a 24-hour notice, but some leases do not require any prior notice or restrict the time or frequency of entry.

State and local laws may also give landlords the right of access. Usually these ordinances require landlords to give reasonable advance notice and to enter only at reasonable times and not so often as to be harassing.
