I guess it's how they see the other person, if they are attracted to them they want more than a platonic friendship, since they are looking at them romantically, but if the other person is not equally attracted to them pehaps they could be friends, depends on what they are looking for. A dating relationship or a friendship only?
You don't get to hold hands with them if it's only friendship, whereas in a dating relationship you do.  |

If your the person who just wants to remain friends then of course there is no problem. If your the person who has feelings other than friendship, then you may need some time to check yourself then come back to the situation and act like a mature adult.
