its a slogan
like 'war on drugs' we have a whole legal drug industry that we refer to as pharmaceuticals,, so of course we have no actual war on 'drugs',,,but the name is a catchier way of saying 'war on those we deem criminal for their involvement with illegal drugs'.... lol ya see how the first slogan is easier to remember? and 'war on terror' is an easier slogn than 'war on those planning and/or implementing attacks on americans or americal allies' |

Declaring "war" on something for our government tends to mean they are going to "use any means necessary" to battle their target. Not saying it will be effective, just the ultimate effort will be made.
War on terror was completely useless. War on drugs was completely useless. |
