You can't start out in a relationship because a relationship is something we build. You can start out with an attraction and I guess it depends on what the two people are looking for whether it turns into a serious relationship or a NSA relationship. If you are not looking for a serious relationship then it is best to make that clear from the beginning

No but the intention has to be there i.e. a mutual understanding that if all goes well it would lead to a serious relationship. As well as it being understood that while you’re getting to know each other that the relationship is exclusive.
