it's your local law enforcement. city, county, state. your city has to make money. so they tax you, and when they can they fine you. the more laws they have the more chance they have to fine you. parking meters, code compliance, animal control, lots of different stuff

jails are typically understaffed and the staff underpaid, especially in texas. legalizing prostitution won't cause jails to close down, but it won't lessen your work load much. i'm guessing most prostitutes can be in gp as nonviolent anyway, so not much tear gas used in those cell blocks.

The govt. doesn't have to make selling you stuff legal, people are going to do it anyway and they do. So if you don't want the govt. in your business, then I guess you should do it on the down low so as to not get caught.
