We had a partial tunnel collapse this weekend 50' concrete slabs falling... Now they're saying the concrete used for the past 30yrs is no good for this climate  (RUNS!)

Although the mixture of ingredients that make up concrete can cause a brittle outcome when cured, this sounds like a classic case of not adding enough steel reenforcement. You see, rebar adds tinsile strength to concrete, which lack thereof would cause a collapse. If there isn't any/enough steel running the length of the span, failure is imminent. I would also suggest a little less sand, more water, and bigger rock added to the mix. Don't ask me how I know this... I just do.
