It is a national issue because a large fraction probably a majority of the nation finds it inconsiderate and even offensive to put a vast Islamic Center at the foot of where the WTC towers which were destroyed in the name of Islam by radical Muslim terrorists.

If they had been Atheist terrorists killing everybody in the name of atheism then the nation would likely have found that putting a large Center for Atheism adjacent to the site to be inconsiderate or even offensive.

Terrorism is done by all people in all areas of the world, we even do it. It is a warring tactic utilized by all warring nations.

So the background of the terrorist has no relavance to the act that is committed. Actually to identify a terrorist as part of a religion gives terrorism more power because it make the terrorist group look larger and more powerful.
