To require all persons in the United States between the ages of 18 and 42 to perform national service, either as a member of the uniformed services or in civilian service in furtherance of the national defense and homeland security, to authorize the induction of persons in the uniformed services during wartime to meet end-strength requirements of the uniformed services, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE; TABLE OF CONTENTS.

(a) Short Title- This Act may be cited as the ‘Universal National Service Act’.

TITLE I--NATIONAL SERVICE

SEC. 101. DEFINITIONS.

In this title:

(1) The term ‘contingency operation’ has the meaning given that term in section 101(a)(13) of title 10, United States Code.

(2) The term ‘military service’ means service performed as a member of an active or reserve component of the uniformed services.

(3) The term ‘national service’ means military service or service in a civilian capacity that, as determined by the President, promotes the national defense, including national or community service and service related to homeland security.

(4) The term ‘Secretary concerned’ means the Secretary of Defense with respect to the Army, Navy, Air Force, and Marine Corps, the Secretary of Homeland Security with respect to the Coast Guard, the Secretary of Commerce, with respect to the National Oceanic and Atmospheric Administration, and the Secretary of Health and Human Services, with respect to the Public Health Service.

(5) The term ‘United States’, when used in a geographical sense, means the several States, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam.

(6) The term ‘uniformed services’ means the Army, Navy, Air Force, Marine Corps, Coast Guard, commissioned corps of the National Oceanic and Atmospheric Administration, and commissioned corps of the Public Health Service.

SEC. 102. NATIONAL SERVICE OBLIGATION.

(a) Obligation for Service- It is the obligation of every citizen of the United States, and every other person residing in the United States, who is between the ages of 18 and 42 to perform a period of national service as prescribed in this title unless exempted under the provisions of this title.

(b) Forms of National Service- The national service obligation under this title shall be performed either--

(1) as a member of an active or reserve component of the uniformed services; or

(2) in a civilian capacity that, as determined by the President, promotes the national defense, including national or community service and service related to homeland security.

(c) Age Limits- A person may be inducted under this title only if the person has attained the age of 18 and has not attained the age of 42.

Notice the emphasis on "civilian service"??...this is Oblowme's public civilian army that he wants to install in place in society.

This is the civilian army that will pit Americans against each other for the purpose of furthering the far-left socialist agenda and silencing those who oppose the tyrannical Federal Government.

ya know, I was kind of pissed too when I learned that my son HAD to register with the selective service to receive any financial aid for his education,,,,,,so now they are expanding it to include females,,,


well, we pay taxes, and the money isnt fixing things, might not be a bad thing for all of us to get off our collective behinds and get into ACTION doing some type of service for the nation we always expect so much from,,,,nothing is free,,,and nothing worth having comes without some work,,

The problem is, "we" would'nt be doing it for the nation. "We" would be doing it for the liberal/socialist party. They would be calling the shots, and we would be taking orders.

Not gonna happen.

I guess it is yet to be seen, I envision more of an option between the many different organizations which could be considered national service than an individually mandated assignment for each american...

When I enlisted into the Army, I picked what job I'd like to be assigned to and where I'd like to be stationed doing that job.

Then they gave us a qualification examination.

I saw many inductees be told they didn't qualify for or those positions were filled, in what they wanted to do. They were assigned to a different job. (Assignment isn't a choice.)

Draftees had no choice. They got what the Military thought they qualified in.

I asked to be stationed near my hometown. I got Germany.

I challenge ya'll to prove me wrong;

I'll bet, once those 18 ta' 42 year olds sign the mandated "volunteerism" contracts, they will belong to the Reich and not have much say in what they do or where they do it.

To be color blind they will need to dress alike.

It is, in effect, not much different from the SELECTIVE SERVICE that already exists except that it now includes females.

They wont be inducting into the military
people who are unfit(most of americans,,lol),
those pursuing hs diplomas
conscientious objectors
etc,,,,

and the limit for such service is two years,,,,

there is plenty there to read,,,and most likely will be addressed at some point by the President,, just like Arizona addressed the fear surrounding their immigration bill...

As usual, the main point is missed: We ALREADY HAVE A MILITARY. We do NOT need his 'Civilian Defence Force' - or whatever name he attaches to it. This is the foundation of a PERSONAL ARMY. WHY do these people need WEAPONS ... ? Only a MILITARY force needs weapons. What TYPE of weapons will he arm them with? Will they have tanks? Trust is NOT something I extend to this little Communist.

in principle, Im antiviolence so I dont think ANYONE should have to serve,,

but in fairness, if males have to, I think its fair for women to as well

so on the military part, I am torn,, on the civilian(community) service, I am actually pretty psyched though,,, it will be nice to have a more socially active America,, requiring americans to spend two years doing something that doesnt have some direct benefit for THEM and helps others couldnt be a bad thing,,,,in my opinion...


I did the same with my kids having them go to shelters to help and things like that. ..I think its easy for people to get detached from and numb to the world around them,,,,,,,when they dont bother to reach out beyond their own need,,,
