No, it's not strange. I once waited for almost a year, til I was totally sure it was LOVE that I felt. I've been wrong before, and I didn't want to push it... so I waited.

I do find it odd, but, it just may be that's how that relationship is. I don't think it's wrong.I think you should only say it if you mean it not because it's a good time to say it.
