Senator Harkin from Iowa defends his Earmark for pig odor.

Harkin insisted he was proud of his earmark.

“Keep in mind, this is not wasteful or unnecessary or frivolous,” he said.

“We all know how the game is played,” Harkin said. “Critics will take something such as this with a funny sounding name or purpose, hold it up for ridicule. For some reason, especially outside rural America, the very word `manure’ seems to be cause for laughter and levity and jokes. In farm country, manure and odor management are profoundly serious challenges that can be mitigated through scientific research.”

Harkin explained that Iowa, with 20 million hogs, has struggled with hog odor and waste management. And, the problem isn’t confined to Iowa. As agriculture committee chairman, Harkin said, he has witnessed the same issues in North Carolina. Research on how to manage hog odor and waste is no laughing matter, he said.

winx...i saw that same thing...my point is that it isn't something that should come before other things that ARE needed. and of course animals smell...that's common sense. the waste can be used for fertilizer....something to put back into society

Bears do like blueberries.

When there is drought, there aren't any blueberries. Then the bears get hungry and come into town. They are a danger because they raid peoples trash and yards looking for something to eat. They also kill people's pets. They weigh 600 lbs. and can run faster then a man.

My point is that what may seem like waste to some people may very well be useful to someone else.

I remember a similar problem where I used to live and it was left unattended until peoples kids and pets started becoming ill and som died from contaminated water from the flood drains, contaminated by manure. We don't know the extent of the problem unless it's in our locality, then we might not find it so amuzing ourselves.

Each time someone complained, they said something else was more important.

bears eat more than blueberries...come on. back to the hog waste....Billy Bob's in Ft Worth sells cow patty paper weights and the tourist buy them like crazy...there are many things that can be done. those things i mentioned above are more of a city or state thing....not federal. i don't want my taxes wasted on things like that. Earmarks for the good things....i don't mind....but then again they are raising the cigarette tax federally to 150+% to go for healthcare. if a lot of people quit smoking...where will they get the money for that earmark?

we have rodeos, stock shows, ranches, farms of all kinds around me....they are responsible for doing something with the waste...and there is a lot of it

Hogs have far more shi$ than needed for fertilizer. In the meantime it sits around stinking and washing into streams every time it rains. That's why research is needed.

Hogs don't make patties, btw.lol

Yes, bears eat other things. Acorns and raspberries too. But... when there is a drought all those are gone too.

Black Bears do not kill for meat to eat. They are not necessarily carnivorous and although they will eat meat, they won't kill for it.
They rely on acorns and berries.

They have done research within their own state. North Carolina State University (NCSU) has done research

How the program would work
Environmental Defense and Frontline Farmers propose that the North Carolina General Assembly and Governor Mike Easley work together to pass legislation in 2006 that establishes an incentive-based Early Adoption Program designed specifically to reduce the cost of alternative hog waste technologies. The program would put better systems into place immediately on 40-100 hog farms in North Carolina, a plan based on the recommendation of the NCSU researchers. Farmers who volunteer to participate would be eligible for substantial financial assistance to defray the cost of better waste systems.

The state is set for putting cleaner hog waste systems on farms across Eastern North Carolina, where most hog farms are located. Putting these systems on a significant number of farms as soon as possible will help reduce costs for all farmers and spur potentially lucrative new markets for waste byproducts – benefiting farmers, the economy and the environment.

those should be city or state issues....then the people of the state can vote on whether it's needed or not. I don't think it's urgent...maybe down the road...sure...but there ar other important things that federal taxes can be used for
