because he is a controlling ass who wants to interject himself into your life in anyway he possibly can. in his head hes not stalking you, he is just trying really hard to talk to you so he can show you how much he has changed. but he hasnt changed. he is still the same crazy asshole that is stalking you and was abusive to you in the past. call the cops. tell your friends what is going on.. and try to get a BIG friend to walk with you when you are walking outside.. and if at any time the crazy comes near you.. instruct the BIG friend to punch him and not to stop till he is bleeding. perhaps after a couple times of this hapening the cops will see what is going on.. and the ex may get the point.
