The military doesn't encourage this they realize that marriage and family creates larger expenses...and they sort of accommodate that, people abuse the system and "contract marriages" are quite frowned upon. AND FYI unless you happen to be stationed somewhere where you receive COLA (which is where they pay you per dependent vs. BAH which is the same sum regardless of number of dependents considering rank/pay grade and location are equal) it often is not enough to keep service members and their families off of welfare...sad but true. Of course you must remember the phrase "if they wanted you to have a wife and children they would have issued you one"
