I am still wondering why she would use a personal email account to perform state business I'm not sure I care why. If you're away from work and don't have access to your work email, sometimes it's easier to send something via yahoo. And I think I can think of a few other reasons I might use yahoo instead of work email for work purposes. I'd certainly be cognizant of WHAT I was sending over yahoo, but I don't see anything wrong with it.
