If it was in fact no accident, then Putin, as an implicit - by plausible deniability - warning signal that he could escalate into targetting civilian infrastructure in Western Europe. Why have you not ventured your own thoughts so far? I am posting this because I don't quite understand why everyone is only targeting sovereign states and I'd like to collect opinions from here. Personally I think an underwater vehicle with mechanical armes is totally capable of doing the job and they are affordable to a lot of well funded organizations. So far only RockHammer mentioned the possibility of a NGO culprit. I was waiting for more opinions of the sort.
