H1N1 Pandemic: Pentagon Planning Deployment of Troops in Support of Nationwide Vaccination

According to CNN, the Pentagon is “to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials.”

“The proposal is awaiting final approval from Defense Secretary Robert Gates.

The officials would not be identified because the proposal from U.S. Northern Command’s Gen. Victor Renuart has not been approved by the secretary.

The plan calls for military task forces to work in conjunction with the Federal Emergency Management Agency. There is no final decision on how the military effort would be manned, but one source said it would likely include personnel from all branches of the military.

It has yet to be determined how many troops would be needed and whether they would come from the active duty or the National Guard and Reserve forces.

Civilian authorities would lead any relief efforts in the event of a major outbreak, the official said. The military, as they would for a natural disaster or other significant emergency situation, could provide support and fulfill any tasks that civilian authorities could not, such as air transport or testing of large numbers of viral samples from infected patients.

As a first step, Gates is being asked to sign a so-called “execution order” that would authorize the military to begin to conduct the detailed planning to execute the proposed plan.

Orders to deploy actual forces would be reviewed later, depending on how much of a health threat the flu poses this fall, the officials said.” (CNN, Military planning for possible H1N1 outbreak, July 2009)

The implications are far-reaching. The decision points towards the establishment of a police State. The Pentagon is already planning on the number of troops to be deployed in the case of a pandemic. A nationwide vaccination program is already planned for the Fall. The pharmaceutical indsutry is slated to deliver 160 million vaccine doses by the Fall.

US Northern Command

Much of the groundwork for the intervention of the military has already been established. There are indications that these “regional teams” have already been established under USNORTHCOM, which has been involved in preparedness training and planning in the case of a flu pandemic for several years (See U.S. Northern Command – Avian Flu. USNORTHCOM website).

Within the broader framework of “Disaster Relief”, Northern Command has, in the course of the last two years, defined a mandate in the eventuality of a public health emergency or a flu pandemic. The emphasis is on the militarization of public health whereby NORTHCOM would oversee the activities of civilian institutions involved in health related services.

According Brig. Gen. Robert Felderman, deputy director of USNORTHCOM’s Plans, Policy and Strategy Directorate: “USNORTHCOM is the global synchronizer – the global coordinator – for pandemic influenza across the combatant commands”(emphasis added) (See Gail Braymen, USNORTHCOM contributes pandemic flu contingency planning expertise to trilateral workshop, USNORTHCOM, April 14, 2008, See also USNORTHCOM. “Also, the United States in 1918 had the Spanish influenza. We were the ones who had the largest response to [a pandemic] in more recent history. So I discussed what we did then, what we expect to have happen now and the numbers that we would expect in a pandemic influenza.”

The potential number of fatalities in the United States in a modern pandemic influenza could reach nearly two million, according to Felderman. Not only would the nation’s economy suffer, but the Department of Defense would still have to be ready and able to protect and defend the country and provide support of civil authorities in disaster situations. While virtually every aspect of society would be affected, “the implications for Northern Command will be very significant.”

“[A pandemic would have] a huge economic impact, in addition to the defense-of-our-nation impact,” Felderman said. The United States isn’t alone in preparing for such a potential catastrophe. (Gail Braymen, op cit)

Apart from the CNN dispatch and a FOX news report, there has been virtually no mainstream press coverage of this issue. No statement has been made by USNORTHCOM. The Fox New Report suggests that US troops would be involved in organising military quarantines.

Wal-Mart weighs role in U.S. H1N1 vaccination plans

ORLANDO, Florida (Reuters) - Wal-Mart Stores Inc is discussing with U.S. health officials the possibility of putting vaccination sites at some of its stores for an H1N1 swine flu inoculation campaign this fall, a company official said on Thursday.

Federal officials met with Wal-Mart executives on Wednesday in Arkansas to discuss the issue, Dr. John Agwunobi, president of health and wellness for Wal-Mart U.S., told public health leaders at a conference in Orlando.

"We are in discussions with CDC (U.S. Centers for Disease Control and Prevention) and others in local and state departments to see what role we might play," Agwunobi said. "It might be we are a site. It may be help with logistics and with supply chain."

Agwunobi said 140 million people walk through the doors of its 4,000 U.S. stores each week.

U.S. health advisers have said about half the U.S. population should be vaccinated against H1N1 influenza. Up to 160 million doses of flu vaccine will be available for the start of the campaign in mid-October.

The H1N1 swine flu, characterized by mild symptoms in most patients, is now so widespread that the World Health Organization has stopped counting cases.

Speaking at the National Association of County and City Health Officials (NACCHO) annual conference, Agwunobi also said Wal-Mart is planning to be a site this fall for seasonal flu vaccinations, administered by a third-party, at stores in most parts of the country.

Bombshell: Bin Laden worked for US until 9/11

Former FBI translator Sibel Edmonds dropped a bombshell on the Mike Malloy radio show, guest-hosted by Brad Friedman

In the interview, Sibel says that the US maintained ‘intimate relations’ with Bin Laden, and the Taliban, “all the way until that day of September 11.”

These ‘intimate relations’ included using Bin Laden for ‘operations’ in Central Asia, including Xinjiang, China. These ‘operations’ involved using al Qaeda and the Taliban in the same manner “as we did during the Afghan and Soviet conflict,” that is, fighting ‘enemies’ via proxies.

As Sibel has previously described, and as she reiterates in this latest interview, this process involved using Turkey (with assistance from ‘actors from Pakistan, and Afghanistan and Saudi Arabia’) as a proxy, which in turn used Bin Laden and the Taliban and others as a proxy terrorist army.

Control of Central Asia

The goals of the American ’statesmen’ directing these activities included control of Central Asia’s vast energy supplies and new markets for military products.

The Americans had a problem, though. They needed to keep their fingerprints off these operations to avoid a) popular revolt in Central Asia ( Uzbekistan, Azerbaijan, Kazakhstan and Turkmenistan), and b) serious repercussions from China and Russia. They found an ingenious solution: Use their puppet-state Turkey as a proxy, and appeal to both pan-Turkic and pan-Islam sensibilities.

Turkey, a NATO ally, has a lot more credibility in the region than the US and, with the history of the Ottoman Empire, could appeal to pan-Turkic dreams of a wider sphere of influence. The majority of the Central Asian population shares the same heritage, language and religion as the Turks.

In turn, the Turks used the Taliban and al Qaeda, appealing to their dreams of a pan-Islamic caliphate (Presumably. Or maybe the Turks/US just paid very well.)

According to Sibel:

This started more than a decade-long illegal, covert operation in Central Asia by a small group in the US intent on furthering the oil industry and the Military Industrial Complex, using Turkish operatives, Saudi partners and Pakistani allies, furthering this objective in the name of Islam.

Uighurs

Sibel was recently asked to write about the recent situation with the Uighurs in Xinjiang, but she declined, apart from saying that “our fingerprint is all over it.”

Of course, Sibel isn’t the first or only person to recognize any of this. Eric Margolis, one of the best reporters in the West on matters of Central Asia, stated that the Uighurs in the training camps in Afghanistan up to 2001:

“were being trained by Bin Laden to go and fight the communist Chinese in Xinjiang, and this was not only with the knowledge, but with the support of the CIA, because they thought they might use them if war ever broke out with China.”

And also that:

“Afghanistan was not a hotbed of terrorism, these were commando groups, guerrilla groups, being trained for specific purposes in Central Asia.”

In a separate interview, Margolis said:

“That illustrates Henry Kissinger’s bon mot that the only thing more dangerous than being America’s enemy is being an ally, because these people were paid by the CIA, they were armed by the US, these Chinese Muslims from Xinjiang, the most-Western province.

The CIA was going to use them in the event of a war with China, or just to raise hell there, and they were trained and supported out of Afghanistan, some of them with Osama Bin Laden’s collaboration. The Americans were up to their ears with this.”

Rogues Gallery

Last year, Sibel came up with a brilliant idea to expose some of the criminal activity that she is forbidden to speak about: she published eighteen photos, titled “Sibel Edmonds’ State Secrets Privilege Gallery,” of people involved the operations that she has been trying to expose. One of those people is Anwar Yusuf Turani, the so-called ‘President-in-exile’ of East Turkistan (Xinjiang). This so-called ‘government-in-exile’ was ‘established‘ on Capitol Hill in September, 2004, drawing a sharp rebuke from China.

Also featured in Sibel’s Rogues Gallery was ‘former’ spook Graham Fuller, who was instrumental in the establishment of Turani’s ‘government-in-exile’ of East Turkistan. Fuller has written extensively on Xinjiang, and his “ Xinjiang Project” for Rand Corp is apparently the blueprint for Turani’s government-in-exile. Sibel has openly stated her contempt for Mr. Fuller.

Susurluk

The Turkish establishment has a long history of mingling matters of state with terrorism, drug trafficking and other criminal activity, best exemplified by the 1996 Susurluk incident which exposed the so-called Deep State.

Sibel states that “a few main Susurluk actors also ended up in Chicago where they centered ‘certain’ aspects of their operations (Especially East Turkistan-Uighurs).”

One of the main Deep State actors, Mehmet Eymur, former Chief of Counter-Terrorism for Turkey’s intelligence agency, the MIT, features in Sibel’s Rogues Gallery. Eymur was given exile in the US. Another member of Sibel’s gallery, Marc Grossman was Ambassador to Turkey at the time that the Susurluk incident exposed the Deep State. He was recalled shortly after, prior to the end of his assignment, as was Grossman’s underling, Major Douglas Dickerson, who later tried to recruit Sibel into the spying ring.



The modus operandi of the Susurluk gang is the same as the activities that Sibel describes as taking place in Central Asia, the only difference is that this activity was exposed in Turkey a decade ago, whereas the organs of the state in the US, including the corporate media, have successfully suppressed this story.

Chechnya, Albania & Kosovo

Central Asia is not the only place where American foreign policy makers have shared interests with Bin Laden. Consider the war in Chechnya. As I documented here, Richard Perle and Stephen Solarz (both in Sibel’s gallery) joined other leading neocon luminaries such as Elliott Abrams, Kenneth Adelman, Frank Gaffney, Michael Ledeen, James Woolsey, and Morton Abramowitz in a group called the American Committee for Peace in Chechnya (ACPC). For his part, Bin Laden donated $25 million to the cause, as well as numerous fighters, and technical expertise, establishing training camps.

US interests also converged with those of al-Qaeda in Kosovo and Albania.

Of course, it is not uncommon for circumstances to arise where ‘the enemy of my enemy is my friend.’ On the other hand, in a transparent democracy, we expect a full accounting of the circumstances leading up to a tragic event like 9/11. The 9/11 Commission was supposed to provide exactly that.

State Secrets

Sibel has famously been dubbed the most gagged woman in America, having the State Secrets Privilege imposed on her twice. Her 3.5 hour testimony to the 9/11 Commission has been entirely suppressed, reduced to a single footnote which refers readers to her classified testimony.

In the interview, she says that the information that was classified in her case specifically identifies that the US was using Bin Laden and the Taliban in Central Asia, including Xinjiang. In the interview, Sibel reiterates that when invoking the gag orders, the US government claims that it is protecting ” ’sensitive diplomatic relations,’ protecting Turkey, protecting Israel, protecting Pakistan, protecting Saudi Arabia…” This is no doubt partially true, but it is also true that they are protecting themselves too, and it is a crime in the US to use classification and secrecy to cover up crimes.

As Sibel says in the interview:

I have information about things that our government has lied to us about… those things can be proven as lies, very easily, based on the information they classified in my case, because we did carry very intimate relationship with these people, and it involves Central Asia, all the way up to September 11.

Summary

The bombshell here is obviously that certain people in the US were using Bin Laden up to September 11, 2001.

It is important to understand why: the US outsourced terror operations to al Qaeda and the Taliban for many years, promoting the Islamization of Central Asia in an attempt to personally profit off military sales as well as oil and gas concessions.

The silence by the US government on these matters is deafening. So, too, is the blowback.

Army National Guard Advertises for “Internment Specialists”

Doubt the government plans to impose martial law and round up dissidents and other malcontents? Well, the Army National Guard is advertising for qualified personnel to work as Corrections Officers and Internment/Resettlement Specialists.

“As an Internment/Resettlement Specialist for the Army National Guard, you will ensure the smooth running of military confinement/correctional facility or detention/internment facility, similar to those duties conducted by civilian Corrections Officers,” a classified ad posted on the web states. “This will require you to know proper procedures and military law; and have the ability to think quickly in high-stress situations. Specific duties may include assisting with supervision and management operations; providing facility security; providing custody, control, supervision, and escort; and counseling individual prisoners in rehabilitative programs.”

The term “rehabilitative programs” is key. Glenn Beck and the corporate media may attempt to discredit the fact there are FEMA camps, but military documents demonstrate the government plans to herd people into internment camps. Army Regulation 210-35, entitled “Civilian Inmate Labor Program,” provides “guidance for establishing and managing civilian inmate labor programs on Army installations. It provides guidance on establishing prison camps on Army installations.”

In Mao’s China, the government established a sprawling system of administrative detention centers — known as Laogai — designed to reeducate dissidents and other social misfits through forced slave labor. In the Soviet Union under Stalin, a network of gulags — a Russian acronym for The Chief Administration of Corrective Labor Camps and Colonies — were established, primarily for political prisoners and as a mechanism for repressing political opposition to the Soviet state.

Rex 84 was created in the United States for basically the same reason. “The Rex-84 Alpha Explan (Readiness Exercise 1984, Exercise Plan; otherwise known as a continuity of government plan), indicates that FEMA in association with 34 other federal civil departments and agencies, along with other NATO nations, conducted a civil readiness exercise during April 5-13, 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense,” writes Diana Reynolds. “The exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government and/or resource mobilization. To fight subversive activities, there was authorization for the military to implement government ordered movements of civilian populations at state and regional levels, the arrest of certain unidentified segments of the population, and the imposition of martial law.”

Rex 84 falls under master military contingency plan, Operation Garden Plot, allegedly developed in response to the civil disorders of the 1960s and now under the control of the U.S. Northern Command. Garden Plot was last activated as Noble Eagle following the September 11, 2001 attacks.



Under National Security and Homeland Security Presidential Directive (National Security Presidential Directive NSPD 51/Homeland Security Presidential Directive HSPD-20, or called simply “Executive Directive 51″ for short), signed by George W. Bush on May 4, 2007, the government has the authority to declare a national emergency and impose martial law. NSPD 51 grants extraordinary police state powers to the White House and Homeland Security, presumably including detention of a large number of people as established under Rex 84 and other military programs.

On July 30, CNN reported that the U.S. military is gearing up to get involved in the H1N1 swine flu outbreak promised to strike later this year. “The U.S. military wants to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials,” a proposal that is currently on the desk of Sec. Def. Robert Gates, according to CNN. “As a first step, Gates is being asked to sign a so-called ‘execution order’ that would authorize the military to begin to conduct the detailed planning to execute the proposed plan.”

It looks like the Army National Guard is gearing up to staff camps and “execute the proposed plan” of forcibly vaccinating the public and rounding up and hauling off those who refuse to be injected with a soft kill eugenics weapon as dangerous enemies of the state who need to be interned in forced labor and re-education camps.

However, I'll never forget that he got his behind in a WWF locker room and hit Dr. D Dave Schultz with the "Isn't it fake" question. Dr. D dropped him with an open handed slap... then did it again!

I do my best to live my life by a certain philosphy. Do the right thing.

That doesn't mean do the right thing, unless it hurts someones feelings or do the right thing unless it puts your own well being into question.
It means do the right thing, no matter. Do the right thing when it's the toughest thing you've ever experienced, do the right thing even though your basest reaction is to fire off out of anger. Do the right thing, even if you don't like the person that you're about to show what the right thing is.


I'm a straight forward maniac missile, I've been in more than one situation where I could have found myself hurt or worse, but stuck up for those being crapped on. This dolt on the bus is very lucky that a man... A MAN... like me wasn't on there too, because he'd have found himself on the business end of someone who'd be quite glad to give their life to see the right thing done.

I'm so sorry that your son and his people had to go through this sort of trauma and I'm glad that the newspaper is going to point their finger at it.

Where have the real men gone, is everyone so kenneled, brainwashed and chemically castrated that full grown men would sit by and watch a bullying thug threaten women with a knife?

Bernanke Stutters, Stammers And Shakes His Way Through Questions On Audit The Fed Bill

Federal Reserve chairman Ben Bernanke appeared incredibly nervous during an interview aired last night on PBS’ NewsHour, particularly during a question on the ongoing effort to pass legislation that would see the Fed’s books being opened up to a general audit.

In a display that will greatly encourage those who continue for push for greater transparency of the privately run Fed’s actions, Bernanke stammered and stuttered his way through the interview, his voice shaking as he attempted to rail against calls to audit the Fed, reciting now familiar and standard lines of propaganda.

“There’s an effort in Congress, and in the House in particular, to audit what the Federal Reserve does, particularly in monetary policy. How do you feel about that?” asked PBS’ Jim Lehrer.

“So that bill, people don’t fully understand what that bill is about. It sounds like, audit the Fed, it sounds like ‘Let’s look at the books.’ That’s what it sounds like.” Bernanke spluttered.

Clearly flustered and sounding very unconfident, Bernanke continued:

“What people don’t understand is that this bill would give the GAO, the GAO, the authority to audit monetary policy. And what does that mean? That means if the Federal Reserve decided a year from now that because of incipient inflation it was time to raise interest rates, that the Congress would say, ‘Ah, the GAO’s going to audit that decision. It’s going to subpoena your materials. It’s going to demand information from members of the FOMC. It’s going to evaluate your decision. It’s going to report to Congress.’ I don’t think that’s consistent with independence.” Bernanke said.

Bernanke essentially repeated the very same mantra he espoused during last week’s Financial Services Committee hearings, which was subsequently repeated in a Washington Post editorial, claiming that the bill will hand Congress the power to run monetary policy in the United States, reducing the Fed’s independence and politicizing decisions the Fed makes.

However, as Senator Bernie Sanders, sponsor of the Senate version of Congressman Ron Paul’s Federal Reserve Transparency Act, has pointed out, “We must not equate ‘independence’ with secrecy” where the Fed is concerned

“No matter how intelligent or well-intentioned the Fed chairman and his staff may be, it isn’t appropriate to give a handful of people the power to lend an unlimited supply of money to anyone it wants without sufficient oversight.” Sanders writes.

The bill would not give anyone in Congress or elsewhere the authority to sit in on Fed hearings, thus it would have no impact monetary policy. All it would do is provide answers to the American people as to where trillions of dollars of their money is disappearing to.

The legislation would simply amend existing law to allow the Comptroller General of the General Accounting Office to audit the Federal Reserve Board and its member banks.

As CBS News’ Declan McCullagh points out, in response to Bernanke’s defense of the Fed:

“This is an odd claim. If you read the bill (H.R.1207), it simply amends existing law to say “under regulations of the Comptroller General, the Comptroller General shall audit” the Federal Reserve Board and its member banks.”

“The Comptroller General is a Senate-confirmed official who’s also the head of the Government Accountability Office (GAO), a legislative branch agency organized under the U.S. Congress. In other words, we’re not talking about a political bomb-thrower, but a veteran civil servant tasked with important oversight responsibilities.” McCullagh explains.

Bernanke’s claim that the GAO “already looks at virtually all of our activities” is misleading to say the least. There is no oversight whatsoever regarding loans made by the Fed, which is why there has been no indication of the final destination of multiple trillions of dollars in bailout funds.

In addition, Federal Reserve meeting transcripts are not made publicly available until five years after the meetings occur.

As Ron Paul himself explained to Bernanke last week, the bill would do nothing to further politicize the Fed’s decision making given that the Fed is already overtly politicized anyway.

“Just the fact that they can issue a lot of loans and special privileges to banks and corporations, that’s political. This idea that it would be political because we know what happened afterwards just doesn’t seem to add up.” Paul beseeched.

In our report yesterday we detailed how Americans are turning against the Federal Reserve, with just 30 per cent saying the agency is doing a good job, compared with over 50% when the question was last asked in 2003.

According to Gallup editor in chief Dr. Frank Newport, “Americans are blaming to some degree the actions or inactions of the Federal Reserve board” for the economic turmoil.

Bernanke’s doubtful PBS performance is sure to increase the numbers of Americans demanding more accountability.

US Senator Slams Washington Post Defense Of Fed Secrecy


Sanders: “Absolute power corrupts absolutely”

Senator Bernie Sanders (I-VT), sponsor of S 604, the Federal Reserve Sunshine Act of 2009, has slammed a recent Washington Post editorial that contends the Federal Reserve should not be subject to a general audit.

Sanders vented his opinions in a letter to the editor which was published in the Post today.

“We must not equate ‘independence’ with secrecy.” Sanders writes in response to the Post’s Friday editorial entitled “Focus on the Fed” which attacked his own and Congressman Ron Paul’s efforts to enact the Federal Reserve Transparency Act, a move that would allow the American people to find out for the first time where trillions in taxpayer funded bailout dollars have been used.

“No matter how intelligent or well-intentioned the Fed chairman and his staff may be, it isn’t appropriate to give a handful of people the power to lend an unlimited supply of money to anyone it wants without sufficient oversight.” Sanders writes.

“Absolute power corrupts absolutely. The American people have a right to know what is being done with their hard-earned taxpayer dollars. This money does not belong to the Fed; it belongs to the American people.” Sanders urges.

The Washington Post’s editorial angered many readers late last week by essentially advocating the continuation of non-accountability in government.

“Though the bill has attracted 276 co-sponsors in the House and 17 in the Senate, it is wrongheaded in the extreme.” the Post’s anonymously written piece stated.

“By opening up the Fed’s most sensitive interest rate and credit policies to public second-guessing, the bill would create a risk — real and perceived — of monetary policy bent to suit congressional overseers. This would destroy financial markets’ faith in the Fed and, by extension, the value of the U.S. dollar, just as surely as a political ‘audit’ of the Supreme Court’s deliberations would undercut public faith in the justice system.” the piece claimed.

“This article makes comparisons that are utterly dissimilar.” Libertymage writer Robin Grammer succinctly points out.

“Not only does our justice system make available verdicts and vote counts the same day that the court votes on the issue, they also make public the dissenting parties with the articulated minority opinion. This is a a world of difference from the transparency policy of the Federal Reserve, who graciously offers us meeting transcripts five years after the meetings occur. The transparency policies of these two groups are in no way similar and making such a comparison is disingenuous at best.” he concludes.

Furthermore, as Ron Paul himself explained during the Financial Services Committee hearings last week, the bill would do nothing to further politicize the Fed’s decision making given that the Fed is already overtly politicized anyway.

“Just the fact that they can issue a lot of loans and special privileges to banks and corporations, that’s political. This idea that it would be political because we know what happened afterwards just doesn’t seem to add up.” Paul beseeched.

The bill would not give anyone in Congress or elsewhere the authority to sit in on Fed hearings, thus it would have no impact monetary policy. All it would do is provide answers to the American people as to where their hard earned money is being spent.

The Federal Transparency Act would also expose the fact that it is the Federal Reserve that is responsible for the artificial inflation of the debt bubble and the issuing of credit out of thin air, the driving force behind the financial crises.

The Truth is that the Washington establishment knows that an audit would set the stage for a return of honest money and fiscal policies, in which the privately run Federal Reserve can play no role.

It comes as little surprise therefore to see the establishment media in Washington advocating a continuation of unaccountability and blanket secrecy.

Massive US Terrorism Simulation Involving Foreign Agencies Begins Today


Mainstream media AWOL again as huge drill begins nationwide

A huge simulation coordinated by the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS) has begun today with no mainstream media coverage at all.

The security exercise known as National Level Exercise 09 (NLE 09) will last for five days and will involve foreign security officials working in conjunction with the US military, as well as Federal, State, Local Tribal and Private Sector representatives.

According to a factsheet in the recesses of the FEMA website, the agency will host National Level Exercise 2009 (NLE 09) on July 27 through July 31, 2009:

“NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery,” the factsheet states. It is designated as a Tier I National Level Exercise, or TOPOFF, which are exercises conducted annually in accordance with the National Exercise Program (NEP), “which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises,” according to FEMA.

NLE 09 “will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants”.

The FEMA information sheet states that the exercise involves a scenario that begins “in the aftermath of a notional terrorist event outside the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure.”

The exercise will also include agencies in Britain, Mexico, Canada and Australia, the Department of Homeland Security has said. The Navajo Nation will also participate.

“This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.” The FEMA factsheet does not explain why the participation of foreign officials is necessary, nor does it elaborate on the roles they will play.

Canadian federal involvement was today confirmed in a press release attributed to “Public Safety Canada”. The Press release also noted the involvement of the United Kingdom, Australia and Mexico.

An independent reporter from Oklahoma (or FEMA region VI) was informed that NLE 09 is not “media friendly” because it largely involves people looking at computer screens in Oklahoma City and Tulsa.

After asking if it would be possible to sit in on the exercise, Andrew W. Griffin
of Red Dirt Report was told by Brook Arbeitman, the public information officer for the Oklahoma Office of Homeland Security, that this was not possible and that the exercise is mostly decompartmentalized.

Arbeitman, interestingly enough, could not answer some more in-depth questions about NLE 09 because she is a role player in the exercise, playing – you guessed it – a public information officer for Oklahoma Office of Homeland Security and as a result “is not privy” to some of the specifics.

“We will be playing along with everybody to whatever extent the exercise” proceeds, Arbeitman said.

According to FEMA, the Departments of Homeland Security, Defense, Justice, and State, the Office of the Director of National Intelligence and a broad spectrum of component agencies, offices and commands will all participate in the exercise.

NLE 09 activities will take place at command posts, emergency operation centers, intelligence centers and field locations throughout the country, including federal headquarters facilities in the Washington, D.C. area as well as facilities in Arkansas, Louisiana, New Mexico, Oklahoma, Texas and California.

In our previous story on NLE 09, we noted that this exercise is a continuation of previous simulations under FEMA and the DHS that have involved the rounding-up and internment of American citizens labeled as “suspected terrorists”.

Under REX 84 and other operations, FEMA, in association with 34 other federal civil departments and agencies, has consistently trained to detain large numbers of Americans.

We also noted that several recently leaked Department of Homeland Security, FBI, and local law enforcement documents have stated that the focus of security operations should be “rightwing extremists” who support the Second Amendment and states’ rights and oppose abortion and open borders.
