Costa Rica! They live the pura vida (pure life.) I was there last March and it was amazing. All the locals are great beautiful beaches, rain forests, great food and best of all awesome surf. Alot of american retire and move there so you will find plenty of people that speak english. As for my favorit beach San Onofre california, Great year round surf.
