No matter what I do, it won't let me choose , " choose a file "

As a new site user I have a question, at this time I'm only able to use The site from my IPhone, I have been trying to figure out how to upload a picture, but haven't able to figure out how .. Or if I even can. Can anyone help me ??? Mona:-)
