why was my other account banned?

so I figured out that I can log on here on my phone... but whenever I try to log in from my laptop...I get a message banned. I can't log on at all. is it a setting?

Don't the rules state that you are only allowed one account?

Don't the rules state that you are only allowed one account? my account was saying banned everytime I tried to log in from my laptop......I finally gave up and created a new one. I only want one account.
