That's just deactivate only.

That's just deactivate only. It becomes permanent if you do not reactivate it yourself.

This account was deactivated for years, it's still here. I saw a moderator post once that said, it has to be requested somewhere and an admin has to do it.

As soufie said, once you deactivate your account no one can see it and only YOU can reactivate it. If you would rather is was deleted then you will have to contact Support to request that.
