If yo are referring to Uploading Pictures which is what you need to do when adding pictures to your profile.. It seems you have figured that out..
If you are on the Mingle2 App you can also send pictures through e-mail. That is if they lady sends one first. You will be able to see a icon at the bottom to take a pic or add a pic to your e-mails.. If you are referring to adding pictures to the forums then you will need to read this thread for pointers on adding BBC Codes to the forums.
