People often judge people for being bad parents when in reality its like Tom says about the way the brain functions. Parents, teachers, and others try, but can not change the behavior of some children without the use of drugs to make the brain function differently. Children are born with a tendency to be either good or bad before any human interaction.
Another thing that I have brought up before is the level of domestication.You can bring a wild wolf into your home and it is going to attack you, as where a domesticated dog could still trigger that instinct it is a lot less likely because it has changed thru the evolution or the brain that has happened over generations. Society's that have evolved over generations in cities or farming have gotten less "wild instinct" over the couple thousand years they have adapted. While a group that has been out of the woods or jungle for only a couple hundred years or less do not have the same level of brain transformation.Yes we are just animals and we are born with many instincts that have been evolved over time, this is important to understanding that people have different abilities and actions and that we can't just wave a wand and make people behave the same, besides the fact that life would be pretty boring if we were all clones of each other.
