The challenge with many controversies like this one, is that people read political things, in to what are often more about regulations being misunderstood or misapplied.

We hear about people "playing the race card" illegitimately all the time these days, or about people trying to claim special minority status in order to gain advantage, and a lot of those are similarly more about purposeful confusions, or about eager self delusions on the part of one or both sides.

As Mighty Jo pointed out (whether correct about specific states or not), lots of regulations exist, which were originally written for practical reasons, but which failed to predict or recognize that some religions or other personal concerns would come into conflict with them. That has the natural result, that many who are charged with enforcing those regs, will end up causing particular people upset. Essentially, the working class people who have to deal with this stuff, have been inadvertently set up to cause conflicts, without being empowered to prevent, or adjust things to make smooth transitions.

When something like a Drivers License is conceived of as a form of personal identification verification, it is nuts to allow anyone to wear anything that makes it impossible to actually identify them. From another point of view, things like DL's are really best recognized as being "multifunciton devices" of a sort. It's really two different functions, for them to serve as a certification that the person has proved that they know basically how to drive, and have been approved by the state to do so...and to physically act as confirmation that the person is who they say they are.

By the way, early on, DL's DID NOT HAVE PICTURES ON THEM. So the modern concerns about photos haven't always been there.

And more functions have been added to the role of DL's since they were instituted as well, including in many places, verification of the right to vote, even proof of citizenship in some instances.

Once people get radicalized politically, they often start LOOKING for things to complain about, things to be upset about, and things to use to prove that they should be able to push other people out of the way. Misrepresentations and misunderstandings, both purposeful and accidental, now abound as a result.

And it sure looks like this is another one of those.
