I don't think there will be ever such a law:) I just can't imagine

working where I do, serving the needs of children in single parent homes, perhaps a sex consent from might be interesting if it could be enforced.
a consent form where both parties agree to be responsible if a child comes as consequences of hooking up.
where idiocy like, well I got drunk at a party, can't be used as a lame excuse why the absent pparent can't be found. where they can't expect society to raisethe child because they don't have common sense, morals and discernment to make a good choice.
and I'm only talking about people whose carelessness causes unwanted children.
